A aplicação do plano diretor municipal e sua interferência na sustentabilidade do meio ambiente na área do balneário do município de Marcelino Ramos - RS

Abstract

This work addressed issues related to environmental matters, taking into account the Municipal Master Plan legislation pertaining to the county of Marcelino Ramos / RS in particular referred to the Spa area. It was observed from the evolution of urbanism in Brazil, for understanding the current structure of cities, to the regulatory instruments of urban land use as the City Statute and its own Master Plan. The Municipal Director Plan (PDM) is a tool for planning and management of cities and counties, considered nowadays-unquestionable importance. The Implementation of the plan should be made compatible with the regulations of a higher order, such as the Federal Constitution, the Fiscal Responsibility Law and the City Statute. To perform the work methodology was adopted the literary review of books, monographs, articles, legislation and research on the World Wide Web. The project also provides a diagnosis of the reality of the county of Marcelino Ramos, which subsidize the formulation of guidelines and proposals for counties development, to be governed by implementing the Master Plan, with the consequent updating and continuous monitoring. The Socio-Economic Development of the Municipality depends on some actions and attitudes that meet with the desires of the community in order to provide the same standard of living better, more dignified and above all more human. Thus, guidelines and propositions in this component include the areas of public service as tourism, environment, education, health, social welfare and economic organization in the city. Therefore it is concluded that this study aims to propose a sustainable development for the City of Marcelino Ramos, linking the legislation with the planning, because it is a city with a strong tourist vocation, therefore it is necessary the creation of an administrative structure appropriate framework and relevant municipal legislation, aimed at improving the quality of life of its citizens, the protection of the environment and development harnessing the zoning legislation, the topics covered in this study.
