Estudo ambiental do abastecimento público de água no município de Xanxerê em Santa Catarina

Abstract

This study analyzes the public water supply in the municipality of Xanxerê in the state Santa Catarina. The main objective is to verify the situation of basic sanitation service environmental context in order to prevent damage to the environment and their respective local population. Review of relevant legislation, the current diagnostic supplies, model checking on procedures for accessing the service, verification of compliance with prevailing legislation and related discussion on the legal model currently exercised were performed. Regarding the supply model used it is found that only 59 % of the local population is linked to CASAN responsible for water utility, remaining 41 % of the city population with alternative solutions. Although the largest percentage of approximately 89% water savings are intended for human consumption, as recommended by the legislation. Approximately 15 % of the local urban population does not have any type of control or monitoring service, it is not known nor the mechanism or system used for its water supply. Suppose the supply of that portion can be undefined using the supply system for deep wells. The deployment of wells, to the citizens, it is suggested to occur due to the inability of the current concessionaire to invest in expansions that meet the population growth of the county and also by cultural aptitude. To meet the total local population scheduled for 2033 supply system needs to be expanded in approximate order of 144 % the current situation. How to access the service via dealership highlights the importance of the document that ensures ownership of the property and the building permit or occupancy permit, documents establishing the legality of the urban situation and ensure an orderly development of the territory. However access to the service via workaround for deep well has not been verified effective linkage between the environmental licensing and authorization of water use which can provide environmental damage. Regarding water quality dealership it was found that is monitored in accordance with the Federal Decree 2.914/11, Ministry of Health. Finally it is concluded that the water supply in the city is poor, not meeting all legal regulations expected environmental nature.
