Resumo: dc.description.abstractThe theme broach relates to the area of Strategic Planning applied to the Public Management and tries, through a study on human resources, improve the efficiency of public service delivery through the implementation of meritocracy, a system that encourages workers to the constant search for better results. Briefly, the application of meritocratic system would occur by the institution of awards or bonuses for servers that produce more and to achieve certain goals and impose periodic participation in refresher courses and learning relating to the duties of the office, as well as performance evaluations. The work begins with the definition of meritocracy, of history's explanation of their occurrence and origin of the term, a neologism created in 1958 by Michael Young Dunlopp. At this time also seeks to demonstrate that the meritocracy is as applicable in the private sector (private companies) as and at the different departments in the public sector (education, health, public security and judicial). Later, this system features are identified in certain moments in history and government, nationally and internationally. In the form of chapters relevant to the topic, this ideology was confronted with issues that are related and influence, positively or negatively (performance evaluations, the constitutional principle of equality, public and private, culture of the relationships, nepotism and officials). In this development were presented successful examples of meritocratic practices in public service, particularly in education. Then, they were cited positive results obtained through managements based on meritocratic culture in multinational companies. After a brief analysis of the Brazilian public service, explained to the benefits that the adoption of this system in public management can bring to the government and therefore to society.pt_BR
