A responsabilidade pela gestão da flora no município de Frederico Westphalen - estado do Rio Grande do Sul

Abstract

The municipality of Frederico Westphalen, located in the northwest of the state of Rio Grande do Sul as several other municipalities in Brazil, has its growth driven by economic development in industrial, commercial and service branches. Accompanied of this growth comes the responsibility to implement the national policy of conservation and environmental protection in accordance with law. The necessity to search a clarification and demonstration as to the responsibilities for the management of the flora in the municipality is a subject that draws attention of many researchers, where the search for answers to this topic cause doubts and uncertainties mainly for students and environmental technicians. That said, this bibliographical research aimed to elucidate the evolution of the protection of the flora that occurred until the present days, together with the obligatory responsibilities of management, protection and preservation inherent in the the municipality of Frederico Westphalen, through the Municipal Department of the Environment - SeMMA, which is the local environmental agency linked to SISNAMA – National Environment System. In this sense we checked the notorious imposed upon the immense responsibility to the municipal environmental agency to coordinate development actions in of the management of flora secured by the Federal Constitution and by other applicable federal state and municipal laws. Then, with bearing wide responsibility in the hands it is up to municipal manager perform with efficiency and responsibility the management, control and monitoring of forest resources within the limits of their territory.
