Resumo: dc.description.abstract | This present monograph arose as part of the interest in research the effectiveness of inclusive laws that determine the access and permanency of deaf students in regular schools and the presence of the educational translator/interpreter of Libras – Brazilian Sign Language in this environment. It is known that between the ideal forecasted by law and its applicability may have a gap that, with time, may disqualify the law itself. Taking the perspective of considering the real condition of deaf students and interpreters in public schools, the aim of the project became to delineate a research that could encompass the historical background of this group in the educational surroundings, their peculiarities and difficulties, integration problems and social promotion inside and outside the school, as well as the theories that deal with communicative aspects with the intent, in a second step, based on empirical observation from inside the classroom and through the application of a questionnaire, to make possible to present, at least some partial results, capable of setting future actions and pointing out the real conditions that may benefit both deaf students as the interpreters of Libras in school. Initially, the reader will have contact with a brief introduction about the condition of the disabled throughout history, discrimination they suffered until their rights began to be respected and the debate of teaching methods, especially oralism and the teaching of Libras. Then, it discusses language acquisition by deaf people based on the socio-interactionist theories of Vygotsky and supported in studies of Ronice Muller Quadros, a researcher and professor specialized in linguistcs and sign languages. In the second chapter is presented an overview of laws related to the inclusion policy, highlighting the Federal Law nº 10.436 of April 24, 2002, which recognizes the Brazilian Sing Language – Libras as a legal means of expression and communication; the Federal Decree nº 5.626/05, which regulates the Law nº 10.436/02 and the Acessibility Law; the Resolution CNE/CEB1 nº 2, of September, 11, 2001 and The Salamanca Statement and Framework - UNESCO. In third chapter supported by the theories of Paulo Rónai, Jacques Derrida and Erwin Theodor and the studies of Andrea da Silva Rosa to deal with the issues of the practice of translation and interpretations, which is the central focus of the current research. In the forth an final chapter the analysis of the data/information collected in the survey directed to included deaf students, listeners students, teachers of the Portuguese Language and educational interpreter/translators of Libras. The historical overview, the literature and bibliographical research and the data collected demonstrate that the concern about education of deaf students grew substantially, although it still needs a lot of attention from the public authority and the society as a whole for the rights of this Brazilian citizens minority to be effectively respected even if being part of linguistic minority in order they can live in a fair and equitable listeners society that welcomes them with their rights and regardless of differences, a prerogative applied to any citizen. | pt_BR |
