Resumo: dc.description.abstractThis work aims to understanding the workings of the Human Resource Management in the Public Service. Therefore aims to identify the operation of human resource management in the public service. The methodology used for this work was the literature search.The government aims to serving the public interest and social needs, using this administrative structure, directly or indirectly, and the means which law permits. To fulfill its administrative function, focusing the public interest, the State relies on certain prerogatives that the law assures; however, such powers should be used to comply with the purposes for which they are intended. In public administration, managing not only means providing services and running, but administrates and governs seeking satisfaction of the collective. The literature on the management of people in the private sector is quite large; however, on specific for Human Resource Management in the public area is scarce and scattered. It is known that for a long time, people management in the public sector in Brazil was ruled only by carrying out operational activities, there are no clear guidelines for human resources policies, and many results are lost due to lack of goals, participation and capacity building, because change requires much discussion and high level of commitment, not always seen as an improvement.pt_BR
