Compras públicas: qualidade dos materiais adquiridos por pregão

Abstract

This work is to analyze the structure of office supplies buying process through bidding in the auction held in the Institution of Autonomous Social Service of São Paulo State. This analysis was developed through understanding of concepts related to the history of public administration and the obligation to bid. The Autonomous Social Service, its structure and its obligations in compliance with the constitutional principles. The importance of Materials Management and its purchasing sub process. The role of the buyer in a Public Institution, the history of bidding nationwide, what are the rules and values defined by the law. The bidding, the obligation and importance of the term of reference for composing the structure of the process to hire or purchase, and the quality of the bid materials. Data were collected through a literature review and analysis of documents and interviews in order to verify the occurrence of differences between the material requested and the material supplied by the vendor winning bidder. The study also presents the bidding process within a municipal government that is a reference in Business Process Management, in order to compare it with the reality of the institution surveyed, finally suggesting new topics to be researched and discussed on this theme.
