Manutenção preventiva estratégia de planejamento e gestão eficiente

Abstract

This work was applied thematic strategic planning in public management through case study of fleet management with use of preventive maintenance that demonstrates good management practices to improve their results and competitive advantage, enabling decision- decisions consistently, quickly and focused on organizational objectives. Aiming to present a model of planning and strategy through prevention as a tool for improving management in the face of material resources, human, technological and financial. Specifically the objectives seek to identify and compare the characteristics of the "inherited state" and features that should meet the "State Requirements", modernize the economy with planning and management of material resources, human, technological and financial resources, and finally submit a planning model for preventive action in order to increase the life of public goods. The importance of the study is presented against the lack of strategic planning in most Brazilian cities, which creates a lack of adequate infrastructure, the attendance of the constitutional principle of efficiency, meet the social demands, improving the environment and society through prevention techniques, which enable the reduction of incidents and accidents, mostly predictable generating savings to the treasury. For the case study we used comparative tables of financial activities and fleet management, interview with the manager directly involved, qualitative questionnaire with stakeholders and cross-sectional analysis of data collected. The results went to meet various theories and practices or success in terms of strategic planning, which are unknown or ignored by public officials, but they have been corrected gradually corrected by new generations either by social pressure or by training the managers, the interview was found that despite the work of training and awareness be long term, the results are notable in terms of improvement and reduction of response time generating resource savings and satisfaction the population served, demonstrating considerable advantage in the adoption system planning, demonstrating the viability of submitting a planning proposal for implementation in public administration so that it can cope with the increasingly competitive environment, requiring the administrator and public organizations constantly improving, with the challenge of streamlining tasks in search of optimize the work and the results, when considering the demands of the customer and the mission, vision and organizational goals. The government has increasingly challenges to manage, since it takes care of the interests of the entire population in that sense their responsibility is even greater, and its decisions cannot be based on empirical analysis of the situation and not be subjected to bad decisions. Planning well structured through situation analysis and accurate diagnoses that facilitate much decision making and the positive results that improve the work environment, encouraging participation and making everyone more motivated to work. We conclude that public management through planning and prevention when well executed and controlled becomes an efficient organizational strategy, since it allows a considerable saving to the exchequer, by identifying potential problems and solutions early, preventing their escalation. The efficiency of the preventive maintenance program of the Interior police command 1 is a good example to be demonstrated and analyzed as viable proposal of strategy and planning.
